Operation Melilli recovered a migrant boat that sank in the Strait of Sicily on April 18, 2015. The Italian Navy and Fire Brigade retrieved 528 bodies and about 30,000 commingled remains, while specialists from 13 universities examined and documented them.
Using DNA analysis and other methods, the teams had identified 33 victims 10 years later, with another 40 identifications being confirmed when the article was prepared. The operation also preserved records, samples and personal belongings that may support future identifications.
Identifying the victims
The boat sank in the Strait of Sicily on April 18, 2015, carrying about 1,000 migrants. Operation Melilli was the first time a European government authorized recovery of a sunken migrant ship to identify all victims. The Italian Navy and Fire Brigade recovered the wreck and remains, and forensic pathologists, anthropologists and radiologists from 13 universities conducted postmortem examinations.
The recovery produced 528 bodies and about 30,000 commingled remains, mostly from young men from sub-Saharan Africa. The International Committee and Italian Red Cross helped collect identifying information from before death for more than 300 missing people. Ten years after the shipwreck, DNA analysis and other forensic methods had identified 33 victims, while another 40 were being confirmed. The work also included systematic documentation, sampling and preservation of personal belongings to keep future identifications possible.
Why the work matters
Operation Melilli shows that the deaths of migrants can be investigated with the same forensic care, dignity and traceability used in other mass disasters. The authors argue that future identifications depend not only on laboratory testing, but also on careful recovery and record-keeping, along with better sharing of information before and after death.
