Diagnosing Structural Fragility in Rentier States by Operationalizing the Constraint Residual (Φ): Comparative Trajectories in Algeria, Saudi Arabia, and Norway, 1980–2021
Abstract
Macroeconomic indicators fail to capture the slow accumulation of structural rigidities preceding political ruptures in rentier states. Drawing on an analogy with Differential-Algebraic Equation (DAE) systems, where unresolved constraints can accumulate and drive institutional breakdown, this exploratory approach proposes Φemp, an empirical "Constraint Residual" index. It is constructed by encompassing three dimensions: youth demographic pressure, rent deficit, and bureaucratic heaviness. Applied to Algeria, Saudi Arabia, and Norway from 1980 to 2021, the index reveals divergent trajectories and a central paradox. Algeria's youth-pressure component declined prior to the 2019 Hirak, yet mass protests erupted. This suggests the current flux-based formulation understates the accumulated pressure of non-absorbed cohorts. Φemp provides a baseline for detecting latent instability in rentier economies. Future extensions should incorporate memory effects, accumulated demographic stocks, and test the index across homogeneous and heterogeneous societies, whether rentier or non-rentier.
