Role Of Artificial Intelligence in Transforming Public Libraries into Smart City Knowledge Hubs

Abstract

Abstract This paper explores how artificial intelligence (AI) can contribute to the modernization and improvement of public library services, particularly in the areas of information discovery, equitable digital access, and lifelong education. AI-enabled applications, including advanced search and retrieval systems, virtual reference assistance, personalized information services, automated metadata creation, multilingual tools, voice-enabled interfaces, digital preservation solutions, and automated user support, have the potential to make library services more responsive and accessible to diverse communities. At the same time, the adoption of AI introduces several challenges that public libraries must address. These include protection of user data, algorithmic discrimination, unreliable or misleading AI-generated content, copyright and intellectual property concerns, cyber security threats, unequal access to digital technologies, infrastructure limitations, and gaps in staff expertise. The study therefore presents a conceptual framework connecting technological infrastructure, library collections, AI applications, professional librarians, community involvement, and ethical governance. The paper emphasizes that AI should function as a supportive technology rather than a substitute for librarians. Human judgment, professional expertise, ethical responsibility, and community engagement remain essential components of effective library services. When implemented through appropriate policies, continuous staff development, responsible technological practices, and community-focused strategies, AI can strengthen public libraries as inclusive and trustworthy knowledge centre. Such libraries can contribute to digital literacy, education, innovation, smart-community development, and accessible lifelong learning opportunities.
