Social Housing, Construction Incentives and the Industrial Transition Australia Has Not Made
Abstract
Submission to the Senate Economics References Committee inquiry into Social Housing. The submission examines the relationship between conventional project-based residential construction incentives and the industrial transition required for rapid, standardised and lower-cost social and regional housing. Drawing on State-based building training material, it considers the commercial treatment of variations, margins and project complexity; contrasts project-builder economics with off-site institutional production; and recommends development of an enduring industrial housing-production capability, associated procurement reform, and review of State-funded building curriculum.
