The Metric Was Green: A Perceptual-Control Audit of Metric Gaming Across 30 Systems — and the Comparator Architecture That Detects It

Abstract

Across corporations, governments, algorithms, and automated public-decision systems, the same failure recurs with striking regularity: a rich, multi-dimensional objective is replaced by a single measurable proxy; the proxy is optimised under pressure; the proxy is gamed; and the real objective is destroyed. This paper audits thirty documented cases of this failure and argues that they are not thirty problems but one — a structural defect in the control architecture, not a moral or sectoral accident. The defect has two components: a flat reference structure (one dominant proxy, no protecting super-ordinate reference) and an absent external comparator (no independent verification of the reported state against the world). Three mature literatures — the formalisation of Goodhart's Law, Stafford Beer's management cybernetics, and forensic-audit theory — each diagnose part of this failure and each, by its own admission, hits the same wall: none supplies a formal mechanism for verifying perception against an independent reference. Perceptual Control Theory (PCT) supplies exactly that missing piece: a hierarchy of references and an external comparator that operates not as an oracle of truth but as a cross-channel discrepancy detector. We set out the pattern, the case evidence, and the remedy architecture, and we show — retrospectively — that the residual was detectable in each of the cases examined, and that in each the channels already existed.
