The Metric Was Green: A Perceptual-Control Audit of Metric Gaming Across 30 Systems — and the Comparator Architecture That Detects It
Abstract
Across corporations, governments, algorithms, and automated public-decision systems, the same failure recurs: a rich objective is replaced by a single measurable proxy, the proxy is optimised under pressure and gamed, and the real objective is destroyed. This paper audits thirty documented cases and argues they share one structural cause — a flat reference optimised without an external comparator — rather than being thirty separate problems. It shows that three mature literatures — the formalisation of Goodhart's Law, Stafford Beer's management cybernetics, and forensic-audit theory — each stop at the same wall: none verifies perception against an independent reference. Perceptual Control Theory supplies the missing pieces: a hierarchy of references, and an external comparator framed not as an oracle of truth but as a cross-channel discrepancy detector. A retrospective validation shows the comparator would have surfaced each failure before collapse.
