Abstract
Part II of a trilogy. Establishes the structure of counting readouts in an anonymous two-channel closed wave system: exact rational equal-weight points, a meta counting rule with predictions fixed before measurement (20/20), a five-variant convention audit separating physics-grade from bookkeeping-grade statements, complete verification of the Niven intersection points (realized orders 3, 4, 6 = the complete nontrivial two-dimensional crystallographic menu), an integer-pair readout, and a refutation of the winding-number spectroscopy hypothesis.
