Tennessee high schools’ test scores didn’t fully bounce back—and funding patterns shifted
Tennessee public high schools saw uneven learning loss after COVID-19, with ACT composite scores falling from 20.2 in 2019 to 19.1 in 2021 and only reaching 19.3 by 2024–2025. A new analysis of 322 schools finds that pre-pandemic achievement and economic disadvantage predicted both the size of learning loss and how completely schools recovered.
