A covariant action for the weak second layer: construction, local stability and confrontation with data
Abstract
A covariant action for the weak second layer: construction, local stability and confrontation with data. Version 1.3, 14 October 2026 (Zenodo edition 16 October 2026). Galaxies rotate faster in their outer parts than their visible mass allows, and the excess follows a tight rule that depends only on the baryonic acceleration. In the Informational Vector World Model (IVW) this is the response of a weak second layer of the network. This paper gives a diffeomorphism-invariant action W' for that layer (Einstein-Hilbert action, a shift-symmetric scalar field with a function P(X), and an acceleration term with a saturation function) and tests it against data. The theoretical checks fixed in advance come out well: in the static weak field the action gives the AQUAL equation, the energy-momentum tensor is conserved, Phi = Psi and c_T = c; a local linear stability criterion holds in Newtonian order, and the relative shift of the dust frequency in first post-Newtonian order is at most 1.8e-6. The main finding of this version is negative (finding R18). If the dust starts as cosmic dust, W' produces no locked-in halo in galaxies: a maximum principle and uniqueness of the solution force the dust phase to stay free, and the additional term then gives at most 1e-3 of the Newtonian acceleration, mostly less than 1e-7. The galaxy statements therefore hold for the field equation (AQUAL with the saturation law), not as a consequence of the action in a dust cosmos. The saturation law also fails the comparison with data: in SPARC it lies 0.04 to 0.07 dex above the measurements in the transition range, and at the solar position its vertical force exceeds the measurement by 35 % (pre-registered test V49: formally compatible with z = 1.6, but 3 to 4 sigma too high with the measured scale length of the stellar disc). Further problems: finite domains predict a drop of the lensing signal that the data do not show, the absence of an external-field effect does not follow from the action, and the solar system works only with an assumed motion against the dust. W' is therefore a candidate with named gaps, not a finished theory. The paper states what it does not show. No result has yet been recomputed by others. Files: the paper in English and German (PDF), the computation script in both languages (116 checks against the numbers of the text, runtime about one second; results of the expensive computations are taken over from result files with SHA-256 checksums, and some numbers of finding R18 are not recomputed, which the script lists), README and requirements. Fassung 1.3, 14. Oktober 2026 (Zenodo-Ausgabe 16. Oktober 2026).
