Abstract
Declining public trust in democratic institutions reflects a growing belief that powerful individuals evade accountability. Existing mechanisms—including congressional oversight, criminal prosecution, and elections—have proven inadequate to restore public confidence. A national truth and reconciliation commission could establish a shared factual record of institutional failure, promote accountability, and lay the foundation for democratic renewal.
