Management of Road Infrastructure Project in Cebu City: Monitoring and Evaluation Standard Policy

Abstract

The consequential measurement of conveyor infrastructure is the associated roads that provides linkages to neighboring cities and municipalities. A good road transport at the city level is crucial in the movement of constituents and conveyor of goods with low of occurrence costs. Good city road infrastructure is associated not only with the economic growth but also contributory with poverty reduction as stated by various studies. In a study of road infrastructure in Europe and Central Asia, the newly constructed road quality is heavily helpful with higher domestic trade flows. In a study of different areas in the country, the road development’s accessibility provides considerable benefits to the constituents of the city. This study focused the essentiality of investing in various roads and directly leads to the crucial role of local government units (LGUs) in improving the city roads. The essence of investing in roads cannot be underlined and the 1991 Local Government Code has given local government units that function of road government units can do to improve the city roads. The present situation of the city roads infrastructure leads the economic growth. Presently, this research studies were seen that infrastructure has good impact on local economy with better infrastructure have higher growth rates. The economy in Cebu City is dependent on the road development; however, the road projects continue to reduce the congested traffic problem in the city, coordinated with poor maintenance of roads, inadequate expertise in the management of roads, inadequate expertise in the management road infrastructure project, poor of contractor’s capability, and poor design and construction methods. The projects centered these issues and provide the essentials access of roads for upland barangays down to the barangays in Cebu City, to the neighboring cities and municipalities, farm to markets, employment and trade industries, schools, health centers, business hub etc. The road infrastructure projects may help working for growth and poverty reduction in the city. The research focused the importance of road infrastructure projects and giving full support to the crucial function of the Cebu City government in the improvement of city roads. Other activities will depend on the quality and strength of the city government and cohesion to good planning, budgeting, and procurement practices in the Cebu City government. This study identifies what the Cebu City government’s alternative actions to improve the city roads. The problems encountered in the management of road infrastructure projects in Cebu City reveals that in planning standard requirements, the inadequacy of the budget for labor and materials, and the non – compliance of works in accordance with the approved plan were the main causes in the completion of the project. Due to lack of priority and commitment in the implementation of roads projects, the causes were specifically identified in organizing and staffing standard requirements. The bad weather conditions hamper the early completion of the project in directing and implementing period. The problem encountered in monitoring and evaluation of road project is due to lack of machineries and equipment, and due to poor usage of the participatory and qualitative methods for a limited capacity and less recognition of the needs, the road project was not able to complete on the target period.
