Charter for the Scientific Integrity and Empirical Standards Council (
Abstract
Abstract This work proposes a comprehensive governance framework designed to preserve empirical integrity across all scientific disciplines. The Scientific Integrity and Empirical Standards Council (ESC) is introduced as a two‑tier system combining field‑specific expertise with cross‑disciplinary oversight. The Charter establishes time‑based review intervals, technological opportunity assessments, and transparent documentation requirements to prevent indefinite theoretical drift, institutional self‑protection, and dogma formation. Weighted representation ensures diversity across major institutions, minor institutions, government science bodies, independent organisations, independent researchers, and elected scientific members. A central governing body composed of representatives from every branch of science enforces empirical standards through unanimous‑override authority, ten‑year term limits, and strict transparency rules. This Charter provides a structural mechanism for reclassifying scientific theories according to their empirical status while preserving creativity, mathematical innovation, and philosophical exploration. It offers a constitutional model for scientific self‑governance grounded in evidence, technological realism, and methodological clarity.
