Where Government Meets the Citizen: Proximity, responsibility and the power to act
Abstract
An essay on the architecture of public administration and the gap between the visible responsibility of local government and its practical power to act. It examines inter-institutional bureaucracy, grant-based funding, supramunicipal assistance, urban and metropolitan planning, and public accountability. It argues for evaluating institutions by the value they add to the public and for aligning capacity with responsibility, without proposing a finished alternative organisational chart.
