TADV Protocol: Technology-Augmented Dual-Core Asset Verification for Islamic Finance in Impact Mode
Abstract
TADV (Technology-Augmented Dual-Core Asset Verification) is a protocol for designing, issuing and monitoring Islamic financial instruments that must remain asset-backed or risk-sharing in substance while operating at scale in impact-finance mode (zakat, waqf, green and social sukuk, SME profit-sharing, climate and social-outcome linked structures). It combines three elements drawn from prior KSCCN work: (i) AAOIFI-aligned substance requirements for ownership and residual risk; (ii) the Dual-Core method of inserting a transparent second core into existing institutional rails to fill voids identified by EPI/EVI diagnostics; and (iii) technology layers (distributed ledgers, smart contracts, language models and oracles) that reduce monitoring and screening costs without replacing human Shariah oversight. The protocol is an instrument-design template, not a fatwa and not an official standard of any body. It is offered for adaptation by issuers, platforms and policymakers.
