Abstract
Position paper (FRALEX-TDP-010) on who decides when no standard gives a specific answer for a live intervention on an ageing plant. It applies the FRALEX Industrial Decision Architecture (three decision points, seven dimensions of evidence, five outcomes, one decision record) to the questions raised in the Kraftwerkstechnik 2026 colloquium volume. It is a decision-support framework, not a design specification or a procedure.
