Abstract

This study aims to analyze the effectiveness of Hajj and Umrah management at the Ministry of Hajj and Umrah Office in Tasikmalaya City following the institutional separation as stipulated in Law No. 14 of 2025, using George R. Terry's Grand Theory of Planning, Organizing, Actuating, and Controlling. The novelty of this study lies in the application of POAC to the new public institution resulting from the expansion of the Ministry of Hajj and Umrah, as well as the integration of burnout analysis of Integrated Hajj Computerized System (SISKOHAT) officers and the 18-year waiting list gap, which have not been examined in previous research. descriptive qualitative approach was used, using interview, observation, and documentation techniques. Four informants were selected purposively from the leadership and staff. Data were analyzed using the interactive model and tested for validity through source triangulation. The results indicate that the four POAC functions have been implemented but not optimally, categorized as Partially Appropriate. 1) The planning function remains top-down, with no strategic plan to mitigate the 28-year queue. 2) The organizing function is hampered by weak coordination with the KBIHU (House of Hajj and Umrah). 3) The actuating function is not yet humane due to minimal incentives and burnout of SISKOHAT officers. 4) The controlling function still relies on feedback control, with an 8-minute gap from the standard operating procedure (SOP).
