Predictive Intake Clearing and Upstream Bed Placement: A High-Reliability Architecture for Acute NHS Flow

Open access0 citations

Abstract

Acute NHS hospital trusts face severe capacity constraints driven by step-down exit gridlock. This operational white paper presents the Predictive Intake Clearing Protocol. Grounded in Lean waste reduction and Six Sigma defect-prevention mechanisms, the framework replaces reactive discharge searches with upstream pre-clearance logic inspired by maritime logistics at the Port of Rotterdam. The architecture incorporates a Level 0 Controlled Fallback Protocol to ensure graceful degradation to baseline statutory care during unpredictable clinical or multi-agency volatility. Defensive Cryptographic Commitment: The underlying technical specifications, deterministic clinical routing tables, and FHIR integration models are maintained in confidential technical specification PICP-TECH-SPEC-V1_Systems_Architecture_Specification.pdf.
