From Suspicion to Review: A Policy Framework for Unattributed Use of External Academic Materials

Abstract

When External Academic Materials Are Used Without Attribution This policy framework examines how higher education institutions can respond when external academic materials are repeatedly accessed and distinctive ideas later appear in university-affiliated materials without appropriate acknowledgment. It proposes a fair preliminary review process that considers access records alongside substantive similarities and other supporting evidence.
