Building an Error Management Climate in Construction Projects

Abstract

Abstract An error management climate (EMC) promotes open discussion, analysis, and constructive handling of errors, fostering learning and innovation. However, how to develop such a climate in construction organizations remains poorly understood. This paper examines practical mechanisms for cultivating EMC in project environments. Drawing on 5 years of field observations from 19 alliance management and continuous improvement meetings and semistructured interviews, a rework workshop, informal discussions with project participants, and triangulation with project documents from an alliance forming part of the AU$19.8 billion Level Crossing Removal Project in Melbourne, Australia, this paper identifies two complementary pathways for building an EMC: (1) direct encouragement by leadership; and (2) indirect reinforcement through social norms. Observations and resulting insights show that leadership framing, structured reflection, and aligned governance can transform error avoidance into a collective learning environment. The findings highlight that building an EMC is not a matter of rhetoric but of deliberate managerial action supported by trust, communication, and incentives that reward transparency. The contributions of this paper are twofold: (1) it provides empirically grounded insights showing how leadership practices, social norms, and governance structures can be orchestrated to foster an EMC; and (2) it offers insights from which managers and others can learn to cultivate openness, reflection, and learning through (i.e., how to handle them effectively) errors within construction projects.
