FESS >< FCLS >< FHESS — INTERMEDIATE SCIENTIFIC COMMUNICATION — JETTEN >< ICC >< U.S. JUDICIAL CAPACITY — CARE JURISDICTIONₒ AND ENDOLOGICAL SUPPORTₒ

Abstract

This FESS >< FCLS >< FHESS Data Paper preserves an intermediate scientific finding context developed on 26 September 2026 during the preparation of Communication XIX. Its primary documentary record is the scientific communication transmitted on that date to Dutch Prime Minister Rob Jetten following the public “Hands off the ICC” configuration. The communication opens the relation between ICC judicial capacity, the representational and operating capacity of the United States judicial constituent, HANDₒ, CARE JURISDICTIONₒ / ZORGBEVOEGDHEIDₒ, KRINEINₒ, ANSWERₒ and the emerging reading of ENDOLOGICAL SUPPORTₒ. The deposited file set deliberately preserves the chronology of the research process. Two annexes reproduce the provisional scientific material actually transmitted with the Jetten communication. A subsequent Communication XIX working annex further articulates Jetten >< HANDₒ >< ENDOLOGICAL SUPPORTₒ >< U.S. judicial representation. A further provisional annex records the subsequently found U.S. judicial recipient field and offers those institutional positions for continued assessment. The distinction between what was transmitted, what was subsequently reconstructed, and what was subsequently found forms part of the research data. Later readings therefore remain able to return to the configuration that was available at each stage without retrospectively replacing it. The Data Paper applies the methodological principle: FINDINGₒ → PRESERVE THE FINDING CONTEXTₒ → MAKE IT ACCESSIBLEₒ → FURTHER READINGₒ → RE-READINGₒ. Communication XIX remains under development. The present deposit preserves an independently accessible intermediate position for further finding, reality testing, distinction and re-reading while each institutional recipient remains author of its own KRINEINₒ — the capacity to distinguish and decide from within its own assigned position — and its own ANSWERₒ.
