Core Hypothesis Evidence and Verification Reasoning

Open access0 citations

Abstract

This paper introduces **Core Hypothesis Evidence and Verification Reasoning (CHEVR)** as a deterministic, non-equilibrium thermodynamic framework and epistemic engine designed to restructure complex civilizational governance architectures. Contemporary political economy and institutional mechanism design remain vulnerable to "First-Plausible Explanation Lock-in," a systemic failure mode wherein unverified initial assumptions become path-dependently entrenched as institutional dogma. To execute a formal **topological phase-transition breakout** from entropic institutional stagnation, CHEVR establishes the **Epistemic Non-Equivalence Postulate**, proving at the axiomatic level that observations ($\mathcal{O}$), assumptions ($\mathcal{A}$), inferences ($\mathcal{I}$), predictions ($\mathcal{P}$), and verified results ($\mathcal{V}$) constitute pairwise distinct, non-fungible computational grades. Optional Bayesian inference and Bayes Decision Theory attach to the same verification cycle. On a declared simplex,$$P(H_i\mid E)=\frac{P(E\mid H_i)P(H_i)}{\sum_j P(E\mid H_j)P(H_j)},$$$$EU(a\mid E)=\sum_i P(H_i\mid E)\,U(a,H_i),\qquad a^{*}=\arg\max_a EU(a\mid E).$$A posterior or recommended action is not verification, not solver existence, and not ACRPL passage:$$P(H)\neq\mathrm{Truth}(H)\neq EU(a)\neq V\neq\mathrm{Solved}\neq\mathrm{Exec}.$$ At the physical substrate, CHEVR down-scales all institutional, statutory, and socio-economic interactions into foundational physical energy metrics: **Joules** and **Stellar Energy Equivalents** ($\mathrm{StellarEq}$). By embedding Onsager--Prigogine non-equilibrium entropy production$$\sigma = \frac{d_i S}{dt} = \sum_{\alpha} J_{\alpha} X_{\alpha} \ge 0$$and Landauer's statutory erasure bound$$\Delta Q_{\mathrm{erase}} \ge N k_B T \ln 2$$into statutory compilation and legislative refactoring, CHEVR proves that policy deletion and statutory revision carry non-zero physical dissipation costs. This establishes a thermodynamic limit that prevents arbitrary or zero-cost manipulation of civic structures. The paper formalizes a sequential lowering pipeline that translates natural-language proposals through Structured Political Propositions (SPP) into typed Abstract Syntax Trees $\mathcal{T}_{\mathrm{CPL\textrm{-}SPQ}}$ and directed causal graphs $G=(V,E,w)$. These structures enter the **Stellar-Causal Power Evaluator**, which defines political power as the scalar product of contribution tracking and real-time adoption rate$$\mathrm{Power}(t) = \mathrm{Contribution}(t) \times \mathrm{AdoptionRate}(t).$$Through time-decayed causal edge weights $e^{-\lambda\Delta t}$ and expanding dependency paths $\mathrm{TotalDependencies}(t)$, CHEVR proves the **Asymptotic Power Dilution Theorem**, mathematically forcing the generational decay of historical capital and political monopolies. Furthermore, CHEVR integrates the Autonomous Constraint Recognition Protocol Layer (ACRPL) as a non-unitary characteristic projection operator $\hat{\Pi}_{\mathrm{ACRPL}}$ operating on a valid state manifold under zero-utility trade-off conditions. Neither $\max_i P(H_i\mid E)$ nor $EU(a^{*}\mid E)$ restores a point of the feasible set once $\hat{\Pi}_{\mathrm{ACRPL}}(\mathbf{x})=\varnothing$. ACRPL projects any strategy violating mandatory human rights, due process, or data privacy directly to the empty set $\varnothing$ prior to utilitarian energy optimization. CHEVR functions as a closed-loop cybernetic controller, ensuring that complex governance systems evolve dynamically toward maximal energy efficiency, structural resonance, and civilizational adaptability.
