Participation of the Azerbaijani Representative at the 11th International Gas Congress (Moscow, 1970)

Abstract

This working paper examines the participation of the Azerbaijani delegation, headed by Abutalib Mir Aga oglu Abdullayev (Chief of the Main Gasification Administration under the Council of Ministers of the Azerbaijan SSR), at the 11th International Gas Conference held in Moscow on 9–13 June 1970 under the auspices of the International Gas Union. Drawing on official conference documents and archival orders of the Main Gasification Administration (Order No. 333 of 3 June 1970), the study analyses Abdullayev’s dual role as co-author of paper D3 “Specific Features of the Gasification of Georgia, Armenia, and Azerbaijan” and organiser of a 30-person republican delegation to the parallel Intergaz-70 exhibition. The paper places Azerbaijan’s growing importance as a transit hub for Iranian gas via the IGAT-1 pipeline within the broader context of Soviet gas strategy and the 1970 “Gas–Pipes” deal with West Germany. Appendices reproduce key primary sources from Abdullayev’s personal archive, including the participant badge, registration card (No. 2000), invitations, and the full text of Order No. 333. This is a revised and expanded version of the working paper. The three language versions (English, Azerbaijani, Russian), previously published as separate PDFs, have been consolidated into a single document. The text has been supplemented and corrected compared to the earlier version.
