Abstract

This paper specifies interfaces between Vector Storm Theory, Critical Phenomena, Dynamic Closure, and Adaptive Governance Control. It describes the quantities, measurement routes, action authority, and independently assessed outcomes required to connect instability modeling, inference, recovery certification, and intervention. Version 2.0 replaces unconditional integration claims with conditional contracts and explicit evidence rules. The architecture distinguishes missing measurements from adverse observations and assisted success from completed support-free recovery. A claim-evidence record tracks specifications, public timestamps, formative evidence, and prediction verdicts without double-counting related results. Synthetic record checks illustrate limited audit functions; whole-framework validity and practical benefit remain unestablished.
