Abstract
Dynamic Closure examines when multi-agent governance architectures can maintain and recover an operating regime, and how those capabilities might improve with experience. It connects observability, coarse-graining, information cost, and stochastic stability while distinguishing admissibility, observed recovery, and structural maturation. Version 4.0 specifies a joint maturation test, calibration-evidence rules, and withdrawal-based certification. Closure depth is an architecture-calibrated composite whose structural interpretation requires matched loads and independent validation. Historical falsification criteria and current extensions are distinguished. Proposed links to drift tolerance and recovery remain conditional and unverified, with unresolved historical-baseline differences recorded explicitly.
