Three Layer Governance: Runtime Intervention Design and Validation for Adaptive Multi Agent Systems
Abstract
Three Layer Governance proposes recurring roles for policy governance, mediation, and operational execution within nested adaptive systems. Version 2.0 specifies bounded authority, staged escalation, mediator-drift diagnostics, and recovery comparisons without treating three roles as a proven minimum. Four core prospective predictions concern mismatch-triggered mediator communication, reduced fresh exchange during successful routine coordination, upper-unit sensitivity and noise susceptibility, and selective mediation across eligible nested boundaries. Conditional analytic results concern information preservation and outcome accounting rather than general architecture optimality. Unreproducible toy results are replaced by analytic checks and prospective designs. The recursive predictions and architecture-level causal benefits remain unvalidated.
