Coding protocol: provenance of quantified binding provisions in Trondheim statutory planning instruments

Abstract

Deposited coding protocol for a single-case study of the provenance of quantified binding provisions in Trondheim, Norway. The protocol fixes, before any provision was coded: the unit of analysis; a three-kinds qualification separating binding-substantive from binding-procedural and present-but-non-binding values; six origin categories; a fit judgement distinguishing exact from stretched channel assignments; falsification thresholds with sensitivity re-runs at 10 and 30 per cent; a minimum-N floor; a ceiling on unattributable provisions above which the result is reported as inconclusive; and inter-coder arrangements with a stated fallback. Section 8 declares what was already known at the point of deposit, including which documents had been read and which observations had already been made, so that the standing of the deposit can be judged accurately. This is a deposited protocol and not a pre-registration. Corpus: statutory plans, development agreements and technical regulation governing the Brattøra and Sluppen districts, 2015–2026.
