Potential as a Readout: Witnessed Envelopes, Two-Layer Agency, and the Measurement of Pseudo-Peace (Epistemic Note, K0, 5 September 2026)

"Potential" is the load-bearing word of peace research (violence as the gap between actual and potential realizations), of capability theory, of information-theoretic agency (empowerment as channel capacity), and of this programme's own agency papers (viable regions, admissible regimes, feasible life-space). Every one of these accounts declares a set of feasible options and then measures against it; none says how the set itself is read. This note proposes that potential is a readout, not a hidden quantity: the envelope of a witnessed option set (a finite, enumerable set under a retained selection rule), in two layers (choosing within a constraint structure, and changing that structure), kept apart from what was exercised and from what an evaluator observes, with compression diagnosed separately from the attribution of responsibility. Seven distinctions are stated as non-collapse rules (two registered as NC-78 and NC-79 in the glosa methodology); the joint-event definition of corrigible agency potential is restated on the witnessed set; corrigibility and spectral support are made readable through a correction-channel presence test and a repair rate; "pseudo-peace" is defined as the collapse of a three-valued evidence gate into a two-valued one and given a numerical signature on a fail-able two-node fixture (bounded amplitude suppression is followed by recurrence; unbounded suppression holds only while paid for and its cumulative force grows without bound; an operator-level change reaches the same calm with zero ongoing force). Four falsifiable propositions are stated with the observation that would defeat each.
