Environmental Law and Water Crisis Management in Marathwada: A Critical Legal Analysis

Abstract

Abstract Water stress in Marathwada is shaped by rainfall variability, groundwater dependence, agricultural demand, domestic needs, water quality and institutional capacity. This paper examines the issue through the constitutional and statutory framework governing water and environmental protection. It focuses on Article 21, major environmental statutes, Maharashtra groundwater regulation and water-resource governance. The study uses doctrinal and analytical legal research based on legislation, judicial decisions and official institutional material. It argues that Maharashtra has a substantial legal framework, but effective water security depends on implementation, reliable information, coordination, transparency and participation. The paper therefore supports integrated, evidence-based and locally accountable water governance.
