Governance Adaptation Time (GAT): A Qualitative Reconstruction Protocol for Temporal Fit under AI Conditions

Abstract

This research note develops Governance Adaptation Time (GAT) as a qualitative event-response reconstruction protocol for examining temporal fit under AI conditions. GAT is scenario-specific and is not presented as a metric, score, KPI or benchmark. Its proposed constructs and protocol require empirical testing and methodological review.
