The Water, TSF, Geotechnical and Environmental Twin

Abstract

This paper addresses high-consequence decisions involving water, tailings storage, geotechnics and environmental obligations. It connects instrument and survey provenance, water and deposition balances, freeboard, operational limits, trigger-action response plans, permit conditions and the validity range of deformation or stability models. The proposed Twin does not certify dam or slope stability and has no autonomous control function. Its research question is whether inconsistent monitoring, geometry, deposition, water, energy and permit evidence is exposed before it is used to support a production, discharge or facility-state decision. A failed TARP, containment, stability, freeboard, discharge or licence condition is treated as a non-suppressible block requiring new controlled evidence and responsible professional action.
