Public AI Fallback Options: Designing Proportionate, Executable Alternatives under AI Conditions

Abstract

This pilot design note develops Public AI Fallback Options (PAIFO) as a governance concept for preserving specified, proportionate and executable alternatives as AI becomes embedded in public institutions. PAIFO is a conceptual design proposal, not an empirically validated standard or assurance method. This publication is written in a personal capacity.
