AI AS A TOOL OF CLIMATE DIPLOMACY IN PAKISTAN: ACCESSING THE INSTITUTIONAL CAPACITY AND POLICY CHALLENGES.

Abstract

The study has examined the role of Artificial Intelligence (AI) as a new tool of climate diplomacy in Pakistan with specific emphasis on the institutional capacity assessment and policy challenges. The main goal of this research is to assess the use of AI technologies in Pakistan's climate policies and diplomacy and the capacities of institutions to adopt and operate these technologies. The study is qualitative research, using case study analysis and critical analysis of secondary data sources such as reports, policy documents and literature. The results showed that AI can play a pivotal role in boosting Pakistan's climate diplomacy efforts by streamlining climate data analysis for policy making, strengthening early warning systems, and supporting more effective engagement in international climate dialogues. The study highlights several key obstacles to AI adoption, such as institutional weakness, a lack of technical expertise, inadequate funding, and the lack of a comprehensive and coherent policy framework for AI integration. The study concludes that AI has transformative potential in improving the governance of climate change and diplomatic engagement in Pakistan but needs to build institutional mechanisms to support it, improve intergovernmental coordination, invest in human capital, and design clear and actionable policies.
