A comparative survey of offshore wind regulatory frameworks: Case studies of South Korea, Australia, and Vietnam

Abstract

In recent decades, Asia has become the center of electricity consumptions owing to the countries such as China. However, there are other countries that play a vital role in the global economy such as South Korea and Vietnam. Another interesting area of offshore energy development is Australia. These areas do not operate as integrated regulatory unions such as the European Union, or as a federal state like the USA, and due to insufficient legislation, they are currently in the process of forming the relevant regulatory framework. This article studies the situation of the offshore wind power plants in this interest, from energy aspect, geographical arc. This article includes a comparative regulatory examination of the three countries and comparative legislation for the relevant offshore wind farms. It also presents the appropriate licenses and permits by country and the corresponding offshore system gaps.
