Σ-AFO/HM specifies a falsifiable protocol for adaptive activation of logical verification functions under explicit quality and resource constraints, with human decision barriers, provenance, negative-result retention, and automated triple checks. The v0.1.0 release reports an internal synthetic held-out scheduler demonstration only. It does not establish real LLM compute, hardware energy, or datacenter-energy savings.
