Phase-Locking Interpretation (PLI) and the Flipped ΛCDM Model (FΛCDM)

Abstract
We present the Phase-Locking Interpretation (PLI), a descriptive language in which measurement is understood as relational locking between intrinsically locked systems. The stability condition is γ > Γ. Based on PLI, we propose FΛCDM, a minimal phenomenological extension of ΛCDM with a suppressed primordial power spectrum at largest scales: P(k) = P_ΛCDM(k)·[1−A_f·exp(−k²/k_f²)]. This predicts a systematic suppression of CMB low-ℓ multipoles (ℓ=2,3,4), providing a testable falsification criterion.
