PHILOSOPHICAL / CONCEPTUAL FOUNDATION. This version freezes Philosophy Core v1.19 from repository commit 764fc9c. It establishes no empirical result and does not borrow credibility from the empirical collapse-gate program. Relative to the previously deposited v1.14, v1.19 corrects the formal premises and modal strength of F0-L, separates the Goedel and Tarski branches, makes effective axiomatization explicit, and withdraws the claim that silence is the only formally established exit. The independence of F0-L's corrected conditions is now an owed account rather than an established result. F3 and F8 are also narrowed. The available method supplies no warranted verdict on an ultimate ground; the corpus does not prove in-principle undecidability. Consciousness/qualia are not decided in this corpus, without ruling out future empirical or theoretical routes. Empirical terminology now separates felt pleasure/suffering from the structural rates r_C+ / r_C-; their relation remains open. The root English files are the normative repository canon. The Japanese track is reader-facing, may lag, and must identify the English version it mirrors. Outstanding claim caps include intentionality, what fixes the grain and independence of F0-L's corrected conditions. Stabilization to v1.19 closes none of them.
