NAEOS: Nusantara AI Engineering Operating System — An Enterprise AI Engineering Framework for Production-Ready Software with AI Coding Agents

Abstract

NAEOS (Nusantara AI Engineering Operating System) is an open, vendor-neutral engineering framework for building production-ready software with AI coding agents. NAEOS provides an engineering operating system for AI-assisted software development through a structured set of engineering constitutions, standards, policies, playbooks, templates, architecture frameworks, quality gates, and multi-agent workflows. The framework is designed to address a central challenge in AI-assisted software engineering: AI coding agents can generate code rapidly, but production-quality software requires more than code generation. It requires architecture, security, testing, documentation, governance, observability, deterministic workflows, and enforceable engineering standards. NAEOS organizes these concerns into a layered and modular architecture consisting of governance, constitution, profiles, policy, kernel, runtime, compiler, AI, and extensions. The framework is designed to be: AI-native Vendor-neutral Policy-driven Modular Extensible Observable Deterministic Secure by design NAEOS is intended to work with modern AI coding agents and development environments, including GitHub Copilot, Claude Code, OpenAI Codex, Cursor, Gemini CLI, OpenCode, Continue, Roo Code, and other compatible systems. This publication documents the conceptual foundation, reference architecture, engineering principles, governance model, and initial framework structure of NAEOS. Project status: Early-stage, open-source, documentation-first, and under active development.
