ABSTRACTThis foundational paper examines the operational risk of the "Quantum Singularity" on global public-key cryptographic architectures through the lens of Techno-Realism. It deconstructs the shift from Classical Westphalian sovereignty to Technological Westphalia, framing Western standardization frameworks like NIST as tools of data hegemony. The study integrates cryptographic risk into the VSCI mathematical framework, transitioning from vulnerable sovereign states to absolute citadel economies, and outlines a three-tiered blueprint utilizing post-quantum cryptography, quantum key distribution, and BRICS+ financial geofencing.
