FTSAI Climate Risk Assessment Framework: Methodological Foundations, Analytical Architecture, and Implementation Logic
Abstract
The FTSAI Climate Risk Assessment Framework (FTSAI CRAF) provides a governance-oriented methodological architecture for the structured assessment and interpretation of climate and weather-related risks across heterogeneous organisations, sectors, and decision contexts. The Framework conceptualises climate risk as a systemic phenomenon emerging through the interaction of climatic hazards, exposure pathways, vulnerability characteristics, resilience mechanisms, organisational readiness, and adaptive capacity. Its four-layer analytical architecture progresses from the characterisation of external climatic conditions through exposure and system-response analysis to the assessment of organisational readiness and adaptive capacity, culminating in an integrated climate risk profile. FTSAI CRAF establishes methodological principles for assessment scope, evidence integration, uncertainty treatment, scoring, synthesis, classification, interpretation, reporting, and reassessment. It also defines governance arrangements for methodological authority, version control, certification readiness, responsible application, and the preservation of analytical integrity throughout the assessment lifecycle. The Framework is sector-agnostic and designed to support consistent yet context-sensitive application. It is neither a forecasting instrument nor a loss-estimation model and does not constitute a certification, verification, or assurance scheme. Its purpose is to strengthen the quality, transparency, comparability, and governance relevance of climate risk assessment without replacing professional judgement or presenting uncertain evidence with artificial precision. This publication constitutes Version 1.0 of the FTSAI Climate Risk Assessment Framework and presents its methodological foundations, analytical architecture, implementation logic, sectoral application principles, and supporting annexes.
