THE DISCRIMINATION LEMMA: Distinguishing Inversion from Decay: A Decision Procedure for the Inversion Theorem

Abstract

HIGHLIGHTS ▸ A theorem that identifies a pathology owes a test for identifying it. The Inversion Theorem states what inversion is: a disposition deprived of its substrate does not diminish but persists in form, occupied by the power that emptied it. It does not state how to determine, in a given case, whether inversion has occurred or whether something has merely worn out. Until it does, the theorem cannot be brought to a case without presupposing the answer the case was meant to supply. ▸ Without such a test the theorem is a rhetorical instrument. “Form intact, content negated” can be asserted of any institution the speaker dislikes. It converts this is failing into this is occupied at no evidential cost, and an accusation that costs nothing is not a finding. The tests below are the price of the accusation. ▸ The formal difference is exact. Decay degrades form and content together — the institution visibly shrinks as it fails. Inversion holds the form constant or strengthens it while the content is negated. Every test in this paper measures that single divergence from a different angle. ▸ Decay is cheap; inversion is expensive. Decay is what happens when nobody pays. An occupied form must be actively defended, because the conserved name leaves the gap between what is claimed and what is delivered permanently open to inspection. Rising expenditure on ceremony, monitoring and public justification around a failing domain is the clearest available signature, and it is derived rather than observed. ▸ The decisive test is what happens when the institution is funded — but only under exogenous variation. A decaying institution given resources improves; it was starved. An inverted one does not improve but scales, because the form’s operative function is the extraction and the extraction has just been financed. The complication is that institutions are normally funded because they are visibly failing, which generates the same correlation for the wrong reason. The test requires windfalls, allocation formulas, or eligibility thresholds; run on a discretionary appropriation it measures the lobbying, not the response. ▸ Corruption is bounded by the flow; inversion generates the flow. A corrupt actor takes a share of what passes through a form still oriented to its purpose, so output keeps its slope and loses its intercept. An inverted form has been redirected, and output decouples from input. Sophisticated corruption can imitate this, which is why the surviving discriminator is what happens when the extracting actor is removed: under corruption the function resumes, under inversion nothing changes, because the form itself is the mechanism. ▸ The relation between the two conditions is asymmetric, and the asymmetry is a result. Inversion produces decay downstream: an occupied form does not permit the exercise on which autonomy compounds. Decay does not produce inversion, but it invites it, because a form whose substance has thinned is cheap to occupy. Decay is the precondition, inversion the event, decay again the consequence. ▸ Deprivation has three outcomes, not two. Compounds invert, the element ceases, and media and fuels persist unchanged. A finding that something merely diminished under deprivation is therefore evidence about what the thing was, and not only about what happened to it. ABSTRACT The Inversion Theorem holds that a virtue actively deprived of Freedom does not diminish but inverts: the form persists, retains its name, and is occupied by the power that emptied it. The theorem is stated formally and its operator is defined, but no decision procedure accompanies it. In consequence the theorem can be asserted of any case of institutional failure without evidential cost, which is both an application problem and an unfalsifiability hazard. This paper supplies the missing procedure. It first restates the formal difference between the deprivation operator and the Decay Law: deprivation removes the substrate, conserves the domain, and delivers the discipline to a removing power, yielding an intact form under occupation; decay reduces autonomy through disuse and degrades form and content together. The master discriminator follows immediately — under decay, form quality and content quality move in the same direction; under inversion, in opposite directions. Six operational tests are then derived from results already established in the programme: form–content divergence, presence of a beneficiary, maintenance cost, selectivity across domains, response to additional resources, and response to measurement. Two carry most of the discriminating weight, and both are qualified rather than asserted. The maintenance test is derived from the Collapse Condition rather than observed. The resource test is admissible only where funding variation is exogenous to the institution’s condition, since institutions are normally funded because they are failing. A seventh discriminator is derived to separate inversion from corruption, which the six tests handle least well: corruption is bounded by the flow while inversion generates it, and where sophisticated corruption imitates that signature, the response to removal of the extracting actor separates them. The paper states the scope of the lemma — institutions created ab initio by the occupying power are outside it, and cross-sectional application misclassifies late-stage inversion as decay — imposes an external-verification requirement as a rule of the procedure rather than as a caveat, and closes with five preregistered falsifiers. The lemma is derived from existing results and introduces no new premise. Its empirical content is untested: no case has been coded under this procedure.
