Development and implementation of strategic maps of the region as a tool for improving the effectiveness of regional strategic management

Abstract

The article discusses the theoretical and methodological foundations and practical aspects of using strategic maps in regional strategic management. It substantiates the possibility and expediency of adapting the Balanced Scorecard (BSC) methodology developed by R. Kaplan and D. Norton for commercial organizations to the tasks of strategic planning for regional development. The author proposes an approach to creating a strategic map for a region that takes into account the specifics of public administration, including replacing the financial projection with the "Society" projection, introducing additional perspectives (investment, infrastructure, and environmental), and cascading goals to the municipal level. The article reveals the mechanism of building a strategic map of the region, analyzes the criteria for its quality, and evaluates its effectiveness.
