From Ministry Demand to Pastoral Scope: A Framework for Protestant and Evangelical Ministerial Formation in the Philippines

Abstract

This conceptual paper proposes a pastoral-scope framework for determining how recurring ministry demands should enter ministerial formation. It distinguishes ministry demand from legitimate pastoral responsibility and argues that a reported need should not automatically become a competency for direct pastoral performance. Once pastoral responsibility is established, formation should determine the appropriate mode of response: direct performance, oversight or delegation, collaboration or referral, or boundary-based non-performance. The framework draws from competency-based theological education, ministerial formation, professional scope-of-practice models, and entrustment-based education while applying their logic to Protestant and evangelical ministry in the Philippines. Its purpose is not to expand the pastoral role but to provide a disciplined way of deciding what pastors should be prepared to perform, oversee, share with appropriately prepared persons, or decline to perform when a matter exceeds legitimate pastoral scope. This record presents a conceptual framework only. No human-participant findings or empirical validation results are reported. The framework is intended for subsequent empirical examination within bounded Philippine ministry settings.
