Methodological Approach to the Economic Justification of the Restoration of Unowned Hydraulic Structures (A Case Study of the Moscow Region)

Abstract

The article presents a methodological approach to the economic justification of the restoration of unowned hydraulic structures (GTS) using the Moscow Region as a case study. The study is based on an analysis of the regulatory framework of the Russian Federation, materials from state and local authorities, as well as projects for the major repair and reconstruction of hydraulic structures implemented in the Moscow Region in 2024–2025. It was established that, as of 2025, 44 unowned hydraulic structures remain within the region. Based on the analysis of comparable projects, an indicative level of restoration costs was determined. A coefficient of economic efficiency for the restoration of unowned hydraulic structures is proposed, taking into account avoided damage, national economic benefits, and restoration costs. The results obtained can be used to substantiate the prioritization of financing measures aimed at the restoration of unowned hydraulic structures.
