Metrics and Protocols of the Concentric Resilience Mechanism Within the Hexagonal Governance Architecture: Contextual Fidelity, Bounded Intervention, and the Conditions of Restorative Reintegration
Abstract
This paper develops the Metrics Phase of the Concentric Resilience Mechanism within the Hexagonal Governance Architecture as an operational and relational governance mesh. Rather than treating metrics as autonomous scores or detached monitoring instruments, the framework connects structured evidence to contextual interpretation, dynamic analysis, reciprocal constraint, state preservation, bounded intervention, restoration evaluation, and controlled reintegration. The paper distinguishes six Primary Metric Families from the architecture's interpretive layers, governing functions, safeguards, operational protocols, restoration metrics, and authority controls. The Sentient Contextual Integrity Layer establishes premise and contextual integrity; the Adaptive Dynamics and Information Layer examines informational movement, feedback, adaptation, and recursive drift; the Ma'at Function evaluates reciprocity and proportional responsibility; the Snow White Safeguard preserves premise, evidence, context, and lineage; and the Emergency Envelope Operational Protocol establishes the bounded environment required for containment and restorative action. The Apex Restoration Metric acts only after these components have produced and tested a candidate restored state, determining whether sufficient alignment with the legitimate premise has been achieved for reintegration to be considered. A seven-phase execution lifecycle, non-compensatory restoration conditions, anti-paralysis protections, and three existing CRM-HGA case studies demonstrate the framework's internal relationships and limits. The paper does not claim universal mathematical calibration or completed technical implementation. Its contribution is to define the architectural conditions through which measurement can inform governance without replacing meaning, and through which recovery can be distinguished from legitimate restoration and authorized reintegration.
