STRENGTHENING LOCAL GOVERNANCE THROUGH EFFECTIVE MONITORING AND EVALUATION SYSTEMS: EVIDENCE FROM SOUTH AFRICA

Abstract

Effective local governance is essential for sustainable socio-economic development, service delivery, and democratic accountability. In South Africa, municipalities are constitutionally responsible for providing essential public services while promoting transparency, accountability, responsiveness, and citizen participation. However, persistent challenges, including poor service delivery, weak institutional capacity, financial mismanagement, and declining public confidence, continue to undermine municipal performance. This study examines the role of Monitoring and Evaluation (M&E) systems in strengthening good governance within South African local governments. It focuses on how effective M&E mechanisms can improve institutional performance, accountability, transparency, service delivery, and public participation. The study argues that although M&E has been widely recognised as an important performance-management instrument at national and provincial levels, its application at the municipal level remains inconsistent and is often constrained by inadequate capacity, weak coordination, limited stakeholder participation, and poor utilisation of evaluation findings. The study therefore advocates for standardized, participatory, and context-sensitive M&E frameworks that integrate citizens and other relevant stakeholders into the governance process. Such systems can provide reliable evidence for decision-making, identify performance gaps, strengthen accountability, and promote more efficient allocation of public resources. The study concludes that strengthening M&E systems at the local government level can serve as a catalyst for improved governance and sustainable service delivery in South Africa
