Policy Institutionalization in Governance and Citizens Acceptance Perception: Examining the Trust Signals in Government Policy Communication and Institutional Credibility

Abstract

Policy institutionalization in governance continues to face significant challenges in many developing democracies, often resulting in low citizens’ acceptance perception and weak public trust in government policies. Despite the importance of stable and well-established policy systems, many governments still struggle with ineffective communication strategies, weak institutional credibility, and poor transmission of trust signals during policy formulation and implementation. This study examined policy institutionalization in governance and citizens’ acceptance perception: examining trust signals in government policy communication and institutional credibility in Nigeria. The specific objectives of the study are to: examine the influence of government policy communication on citizens’ acceptance perception in Nigeria; and analyze the effect of institutional credibility on public trust in government policies in Nigeria. The study anchored on Institutional Theory. Employing a historical descriptive research design and relying on secondary data sources, the findings revealed that effective government policy communication enhances citizens’ acceptance perception through improved public understanding, transparency, reduced misinformation, strengthened trust, and increased public participation. Also, institutional credibility was found to significantly improve public trust in government policies through enhanced confidence in government institutions, increased policy legitimacy, reduced resistance to policies, improved governance stability, and strengthened citizen cooperation. The study recommended among others that; Government institutions should improve policy communication by ensuring that all government policies are communicated clearly, transparently, and in a timely manner using accessible channels such as mass media, official briefings, and digital platforms to enhance citizens’ understanding and acceptance.
