Psychological Safety and Question-Friendly Organizations: A Working Paper on Permission, QRI, and the APS Model
Abstract
This text explores the importance of questions in organizational life, using Psychological Safety as its point of departure. In recent years, Psychological Safety has gained increasing attention as an essential condition for open communication and organizational learning. However, even in environments where people feel relatively safe to speak, important questions are often lost before they are fully recognized or articulated. To describe this phenomenon, this paper introduces the concept of Question Reach Inhibition (QRI), a condition in which individuals and organizations become unable to reach the questions that truly matter. It also proposes Permission as a prerequisite for Psychological Safety. Permission refers to the implicit acceptance that people may be uncertain, unfinished in their thinking, or unable to express their concerns in a fully formed way. In addition, this paper presents the APS Model (Permission, Reset, Description, Reconstruction,Release, and Repositioning) as a practical framework for recovering and deepening questions. The central argument of this text is that Psychological Safety is not merely about creating an environment where people can speak. Rather, it is about nurturing an organizational culture in which questions, doubts, and unfinished thoughts are welcomed and explored. This text should be understood as a practical working paper and an exploratory proposal for considering how organizations can continue learning by preserving their capacity to question.
