QWAV Strategy v2.4.1: The Energy-Standard Playbook — Consortium Governance, Verified Precedents, and the JPCUB Road to a Quantum Computing Energy Benchmark
Abstract
QWAV Strategy v2.4.1. Red-team remediation of v2.4: added KIF-18 Mandatory Symmetry Template (Where External Literature Supports / Constrains or Contradicts), rebuilt PDF/HTML from corrected markdown (v2.4 shipped stale v2.3 build artifacts). Quantum computation has proven theoretical energy advantages (Meier-Yamasaki arXiv:2305.11212; Fellous-Asiani PRX Quantum 4 040319) but no standard measurement instrument exists. This paper designs the JPCUB Consortium using the verified playbook of energy benchmarks that became standards: SPEC/SERT, Green Grid/PUE, MLPerf/MLCommons. Analyzes QED-C landscape, proposes governance model, verified grant pipeline, 8 pre-registered falsifiable predictions.
