Policy Recommendation: An Armed, Trained, Healthy and Neutral Uganda with Elite Private Security

Abstract

This policy study proposes an integrated reform package for Uganda centered on armed neutrality, responsible civilian firearms ownership, physical and nutritional readiness, and the development of high-skill private security and elite protective services. Drawing on East African historical experience, demographic realities, and the risks of centralized coercive power, it argues for gradual force rebalancing, school-based marksmanship training, and a shift toward meat-centered diets to improve security, reduce fiscal waste, and create new skilled employment. Limited transitional government measures are accepted; the longer-term direction favors market discipline and private enterprise. The recommendations form an interacting system designed to strengthen national autonomy and resilience.
