PCTM™ Core – Volume I: Methodological Framework for Strategic Territorial Resilience and Sovereignty
Abstract
PCTM™ (Pasarela Connected Territories Model™) is a methodological framework for assessing the strategic capacity, resilience, competitiveness and sovereignty of territories. The model analyses territories as interconnected systems rather than as isolated sectors. It evaluates seven strategic dimensions: Territorial Control, Energy, Infrastructure, Digital Capabilities, Economy, Human Capital and Governance. The PCTM™ aims to identify territorial strengths, vulnerabilities, strategic dependencies and exposure to critical disruptions. It provides a structured approach for comparing territories and supporting investment, infrastructure, public-policy and strategic planning decisions. This publication presents the PCTM™ Core methodological framework and establishes the conceptual foundation for subsequent territorial assessments, case studies and analytical applications.
